What Can I Apply My ARPA Funding Towards?
SURGE CAPACITY PREPAREDNESS
In the midst of a crisis, preparation is key. Funding may be used to ensure your facility has the equipment and capacity you need to respond to surges and keep your workers safe. Emergency preparedness equipment includes mobile morgue systems, portable decedent cooling systems, emergency response vehicles, and more.
Funding may be used for the construction of new facilities as well as capital investments within those facilities to meet operational needs. This includes large equipment, cold storage units, racking systems, and more. For all capital expenditures that total less than $1 million, no written justification is required.
PPE AND CONSUMABLE PRODUCTS
In response to employees performing essential work during a public health emergency, funding may be used for products that assist in the safety of staff members. These items include personal protective equipment; cleaning, sanitizing, and disinfecting supplies; lab safety equipment; body bags; and more.
PAYROLL COSTS AND STAFFING
Funding may be used to cover payroll and benefits for employees of public health. According to the US Treasury, this includes laboratory technicians, medical examiners, morgue staff, and other support services essential for patient care. These funds will be used for the portion of the employee’s time spent responding to COVID-19.

WHAT ARE ARPA FUNDS?
Signed into law on March 11, 2021, The American Rescue Plan Act of 2021 (ARPA) provides $350 billion in additional funding and support for state and local governments across the country to help overcome the obstacles stemming from the COVID-19 public health emergency. These funds will provide relief to those struggling from the economic and public health impacts, will help maintain viral public services, and will assist facilities with making long-term investments to ensure future emergency preparedness.
HOW MUCH ARPA FUNDING WAS MY STATE/COUNTY ALLOCATED?
The state funding portion is approximately $195 billion with $25.5 billion distributed equally among the 50 states and the District of Columbia. Based on the latest data from the US Census Bureau, county allocation is distributed based on that county’s population share of the total population for that state. HOW CAN I USE MY ARPA FUNDS?
ARPA Funding can be used in four major areas of support: surge capacity response equipment for emergency preparedness; capital expenditures and facility changes; personal protective equipment and consumable products; and payroll costs and staffing. Since ARPA funds are non-recurring, they should be primarily applied to expenditures that do not require an ongoing financial commitment.
HOW DO I APPLY FOR FUNDING?
Under the Coronavirus Local Fiscal Recovery Fund, every municipal government is entitled to receive a calculated share of the $65.1 billion for cities, towns and villages. These are not competitive grants and local governments will not have to submit an application or certification to justify their needs. However, certain steps need to be taken to receive grants.
Metropolitan cities (population greater than 50,000) can request funds through the US Treasury Submission Portal and will need a valid DUNS number, an active SAM registration, and payment information – including Entity Identification Number (EIN), name, and contact information; name and title of authorized representative of the entity; and financial institution information. Non-entitlement Units of Local Government (population less than 50,000) will receive their grants through their state government.
WHEN WILL MY MUNICIPALITY RECEIVE FUNDING?
Funding will be released to state and local governments by the US Treasury in two parts. The first half of funding was already released under the first tranche on May 10, 2021. The second half of funds will be released under the second tranche one year after the initial disbursement.
